Blizzard has noted that the Crafted Item Level on the 10.2.6 PTR is a bug and it will be fixed soon! We mentioned yesterday that Crafted gear is only Myth 2/4 at max quality on the PTR, when Season 3 was Myth 3/4. Blizzard has now mentioned that this is a bug and it will be fixed.
New Weekly Awakened Activity to Earn Spark of Awakening in Dragonflight Season 4

In Season 4, players will need to acquire the new Spark of Awakening profession crafting material in order to upgrade their crafted items to higher items levels. However, early datamining suggests that the acquisition of sparks will likely be changing to a Weekly Awakened Activity in Season 4.
In previous seasons, players had to earn 1500 reputation with the latest Dragonflight faction through a quest like A Worthy Ally: Dream Wardens. Since Season 4 isn't introducing a new faction, a new acquisition was likely necessary.
It's currently unknown what the requirement of this Weekly Awakened Activity quest is, but the name does imply that you might complete this activity in the new Awakened Raids (previously Fated in Shadowlands) or in other Season 4 activities like Mythic+ and PvP.
What's interesting about this new Awakened Activity is sparks seem to be listed as a weekly reward which is a departure from previous seasons where a complete Spark of Dreams was rewarded biweekly.

Crafted Gear Weaker in Dragonflight Season 4 - 6 Item Levels Under Myth Track
