After the latest Afflicted hotfix, players are still noticing that the Afflicted are still bugged and acting as players for the purposes of Smart Heals. Afflicted has been on a wild ride with the release of Patch 10.2.5, being able to be targeted by boss mechanics and friendly player buffs which Blizzard claims to not longer act as players. This seemed to fix Augmentation Evoker buffs and boss mechanics, but it seems that Smart Healing still thinks that Afflicted Souls are players and eating Smart Healing, even when the party isn't topped. Check out this log where Smart Healing did a lot of healing to Afflicted Souls from Ancient Teachings and Jadefire Stomp. There have also been reports of other spells such as Convoke the Spirits and Call Eagle Spirit targeting the Afflicted still but this has not been confirmed at this time. This can be a positive or a negative depending on what you want to do.
