Create Vacuum enables the creation of a bubble that cuts the Oxygen supply of targets in a small area for a time. At lower ranks, Create Vacuum only weakens enemies, temporarily incapacitating them — it is seemingly only fatal at higher ranks and doesn't work on robots.
