This is strange, and normally could be put down to a mistake. However, another user in the thread pointed out that if players get the Superior Spider Bot while playing as Miles, he'll often comment something along the lines of, «It's like he's staring at me.» Marvel's Spider-Man 2 is filled with awesome details, and it seems as though this one is completely intentional.

Superior Spider-Man is a run of comics between 2013 and 2014 in which Peter is killed and replaced by his nemesis, with Doc Ock taking up the mantle of Spider-Man while wearing the Superior suit. It's possible that the in-game portrait is actually Doc Ock staring back at the player instead. Others in the thread refuted this, pointing out that other Marvel's Spider-Man 2 suits, such as Spider-Man 2099, Scarlet Spider, and Spider-Punk are worn by characters that are also not Peter Parker (Miguel O'Hara, Ben Reilly, and Hobie Brown, respectively).
