Once in the Wastelands, use the fast travel system into go as far as you can to the east of the desert.You will have to do some platforming to reach where Aaron was last seen, but the area will have stacks of junk and wooden boxes hiding the area from view. Get around it, and you will see a machine and several bodies, which does not bode well for Aaron.
Interact with the machine to do a small mini-game that involves shooting three targets that pop up from the floor. You can try this one as often as needed to get it right. You can get the passcode from him, and the game will trigger the option to return to the bulletin board in Xion to complete the quest.
