The Hushed Saint, who constantly transitions from foot to horseback, is one of most challenging boss fights. In fact, it very well could be the hardest if it wasn't for a couple of tricks that work to exploit the Hushed Saint's biggest strength. Combine that with the assistance of summoning an NPC, and the fight against the Hushed Saint becomes much more bearable.
The Hushed Saint, like the Lightreaper in , makes for a demanding boss fight. You can try to level up fast and defeat the boss, but there is a much simpler solution. By knocking the Hushed Saint off his horse, you create an opening for some free hits, which is exactly what you want to take advantage of.
The strategy for beating the Hushed Saint relies on knocking him off his horse. While you can do this by parrying his mounted swipe attack, you risk missing it and being hit.
If parrying isn't your thing, when the Hushed Saint is charging you on horseback, raise your Umbral Lamp and look for the blue glowing ambient parasites scattered around the map. When the boss charges, stand behind one of these and utilize the Soul Siphon ability (RB/R1) to detonate the parasite once he's in range. This will knock the boss off the horse.

Just before the fog, you can summon an NPC to help you in the Hushed Saint boss fight. You can choose from Pieta, Stomund, Captain of the Fidelis, and Iron Wayfarer. Additionally, you can call upon Damarose the Marked (if you previously interacted with her) and the Tortured Prisoner (if you freed her from the prison cell).
Although the Soul Siphon trick, combined with summoning an NPC, is effective in defeating the Hushed Saint in, it can't hurt to learn his moves. When riding his horse, the Hushed Saint can perform a sweeping charge attack that can be easily avoided by a dodge (you can also parry this to knock him off his horse). On the other hand, he can throw his Halberd at you, which you have to dodge.
When the Hushed Saint vanishes into the ground, you can track his movement and where he'll reappear by watching the top of the water that splashes.
When he's not on horseback, the Hushed Saint likes to swing his Halberd in a two-hit combo. You can get two hits off on him before he follows up with his next attack. When you notice the Hushed Saint charging his weapon it's because he's going to dash straight at you. This is one of the boss's hitting attacks, so it's best to stop what you're doing and get the timing of the dodge right.
