The most recent Cataclysm Beta build has added more details about how the Upscale Resolution Texture system will likely work for Cataclysm Classic.
As you log on to Beta, there's a new button on top of the Addons one in the character selection screen. This button guides you through enabling HD Textures for Cataclysm Classic.
Clicking on it will close the game and lead you to the installer options for Cataclysm.
There, you will be able to (in the future) download the assets required for HD textures.
Currently, these settings are not present in the Battle.net client, but they will likely look similar to the same settings in Diablo IV:
Once the textures are downloaded, which is around 30GB right now, you will be able to enable/disable them from the in-game client. You aren't required to always use them after downloading.

The Season 4: Loot Reborn, Developer Update Livestream this week highlighted several upcoming changes to Diablo 4's Seasonal Journey, and possibly one of the most exciting is the addition of a new reward system reminiscent of Diablo 3's Seasonal Reward Caches. Starting in Season 4, players tackling their Seasonal Journey will periodically receive class-specific Legendary Item Caches while progressing through the Seasonal Campaign. These rewards will include curated Legendary Items tailored toward specific builds that will help players live out iconic class fantasies with their fresh Seasonal Characters. The internal testing branch for Diablo 4's expansion Vessel of Hatred seems to have moved out of the Alpha stage, indicating it is now in Beta. Diablo 4: Vessel of Hatred Overview Vessel of Hatred's testing branch on Blizzard's CDN (content distribution network), used for internal testing, has been recently updated from 2.0.0alpha.49443 to 2.0.103.52888, which indicates that the expansion has moved out of Alpha into Beta. We do not have any further information and will need to wait to learn more about future developments.
