Mods in Cyberpunk 2077 were automatically disabled prior to the release of the expansion Phantom Liberty to prevent compatibility issues.
CD Projekt Red confirmed the update on Twitter saying, «This is to prevent issues with the game that are caused by mods before they receive their update from the modding community. We want to make sure you have the best experience when playing the game.» However, when reached out to for comment CD Projekt Red confirmed that you can re-enable mods. You'll have to do that at your own peril though, as Phantom Liberty changes the game enough that even lightweight mods could cause performance issues or bugs.

Most of the popular mods should receive updates for Phantom Liberty, as well as the game's extensive 2.0 update. You'll just have to be patient and check in with the modders themselves for release windows.
If you haven't installed Phantom Library yet, you should know that the associated 2.0 update also ups the system requirements. CD Projekt Red also warned that PC players should check in on their cooling system, as Phantom Liberty can be intense on the CPU.
