Realizing that churches are off-limits can be disappointing in, but it's not hard to see why Rockstar would make this call. Allowing players to commit massacres in churches would doubtless lead to controversy, and it isn't necessarily the kind that the company would be interested in using for marketing. The infamy of allowing players to kill innocent people can be effective marketing, as proven by or 's «No Russian» mission, but it's juvenile in a way that wouldn't befit what is trying to achieve.
The Abandoned Church does actually allow for some in-church action, as some Lemoyne Raiders that prove hostile to Arthur can be found squatting in the location. There's definitely a big difference between massacring churchgoers and fighting antagonists occupying ruins, however, so it's obvious why this particular encounter would be deemed more acceptable. The area can also be looted for a few lockboxes and collectibles, so it's worth checking out for any completionists or players looking for a bit
